London Fire Brigade (LFB) is one of the largest fire and rescue services in the world, trusted to serve and protect London. We are currently seeking to appoint a Technical Manager (Quantity Surveyor) to provide the LFB Property team and the wider organisation with a source of expert technical advice across full quantity surveying and cost management duties across the department including pre contract feasibility and viability advice including cost models for both projects and maintenance services.

We are looking for an enthusiastic, well-organised and proactive individual, who can demonstrate a flexible and professional approach to their work, to join LFB property department. The post holder will be expected to advise on strategic matters, key cost drivers, project costs and added value including on minor projects and repairs as well as ensure LFB projects and the property supply chain adhere to the correct technical design standards set out in LFB Design Guide and legislative requirements. They will also be required to prepare cost estimates, drawings, schedules, specifications and contract documentation for the design, installation, upgrading, maintenance and repair of the projects and/or instruct external suppliers to carry out these functions as required.

The role will include working to service standards and liaising with other Brigade staff, external suppliers, contractors and agencies. The candidate will also need to provide input into Value Engineering (VE) and cost reduction exercises. Drive value engineering across LFB projects and FM services including quote reviews and all stages of project delivery as required. Provide high quality cost advice on complex development projects

The successful candidate must have awareness of how to negotiate with suppliers in respect of claims for additional works and extensions of time on property contracts. As well as maintain confidentiality in particular with regard to sensitive commercial requirements in accordance with the requirements of the GDPR and Data Protection Act and Freedom of Information Act.

Candidates will need relevant and effective IT skills and excellent oral and written communication skills.

Eligibility

Applicants must have:

• Possession of a Degree in a relevant subject, HNC or Building Engineering qualification with supporting experience to allow the individual competences to act as duty holder across multiple systems including but not limited to L8, pressure systems, low voltage electrical systems and lifting equipment (Essential).

• Relevant Health & Safety qualification in NEBOSH or IOSH (Essential).

Assessment Overview

Stage 1

Assessment for this role is due to take place early/mid-August 2021. Please be advised that if you are unable to make the scheduled assessment date, we may not be able to make alternative arrangements.

In line with the Basic Personnel Security Standard (BPSS) employment checks will be completed by successful candidates, which will include a basic criminal records check. Successful candidate will be required to declare any convictions for offences which are not spent under the Rehabilitation of Offenders Act 1974 and any offer of employment is subject to the LFC receiving a criminal records disclosure which it considers satisfactory. Successful candidates should apply to the Disclosure and Barring Service (DBS) to get a copy of their criminal record and share the original disclosure certificate with the LFC. The check will only show convictions that are not ‘spent’. It will cost the successful candidates £23 (current charge) and usually takes up to 14 days.
